The weight of the cargo should be spread uniformly throughout the trailer. Loading heavy objects so that they are mostly above the axle means loading them as low as feasible. 

The distribution of heavier, bulkier goods is necessary to provide an appropriate "nose weight" at the towing coupling. Never go over the limits set by the car's manufacturer with the nose weight. Therefore proper car and trailer training is required when talking about towing and related stuff.
